Processes and Resources for State Agencies
The Joint Purchasing Act (30 ILCS 525/) recognizes that a State agency may be in a variety of different roles when participating in a joint purchase. It is important to identify your role and then follow the appropriate procedures. Your State Purchasing Officer and UPP representatives are available to answer questions.
Written guidance may be found in four locations:
1) Illinois Compiled Statutes - Governmental Joint Purchasing Act - 30 ILCS 525/
2) Illinois Administrative Code - Chief Procurement Officer for General Services - 44 Ill. Adm. Code 1
3) CPO Notices
4) BidBuy Job Aids for the Unified Procurement Program (UPP) - Please carefully follow the steps in the Job Aids.
Additionally, the CPO requires the use of official forms to document a variety of procurement actions when conducting a joint purchase. These forms occasionally change without notice. Please use the forms located on the CPO's website as these are the most current.
The CPO-GS UPP Team has posted notice of several cooperative-led solicitations. The attached spreadsheet is for quick reference and convenience. For the most accurate and up to date information on each contract please be sure to check the Cooperative’s website.
